Pumping schedules in the Rockhills and Hilltown

West Rockhill Township says it is "primarily served by on-lot sewage disposal systems," with public sewer in the southern and eastern parts of the township from Sellersville, Perkasie, Telford and East Rockhill. Ordinance 212 requires septic systems to be pumped once every three years. The current cycle runs from January 1, 2026 to December 31, 2028, and you send the Township a copy of your pump-out receipt with your tax map parcel number (West Rockhill: Septic / Sewer & Water).

East Rockhill Township's code requires pumping at least every three years, or sooner if solids or scum exceed a third of the tank's liquid depth, with the receipt due to the Township within 30 days (East Rockhill Code, Part 5). Hilltown Township adopted Ordinance No. 2020-001 to manage on-lot systems under Act 537. It also sets a three-year pumping cycle that begins when the Bucks County Health Department approves the system (Hilltown Ordinance 2020-001).

West Rockhill's guidance has a useful rule of thumb. In Pennsylvania, tank size is tied to bedrooms, and a three-bedroom home needs at least a 900-gallon tank. Larger households may need pumping every one or two years.

Septic warning signs West Rockhill lists

  • Sluggish toilets and sewage backing up into laundry tubs or other fixtures
  • Sewer odors in the house or in the drinking water
  • Spongy ground around the tank, distribution box or absorption area
  • A dosing pump that runs constantly or not at all, or a dosing tank alarm light

Wells in the Pennridge area

Homes outside the borough water systems typically have private wells. Pennsylvania doesn't regulate private well testing statewide (Penn State Extension), so PA DEP recommends testing every year for coliform bacteria, nitrate, total dissolved solids and pH (PA DEP). Test again after flooding or well work, or if the taste or color changes.

Who issues permits

In Bucks County, the Bucks County Health Department is the sewage enforcement agency. It permits new and repaired septic systems, holding tanks and alternate systems under PA Code Title 25, Chapter 73, investigates malfunctioning systems, and licenses every sewage pumping truck that works in the county. Its Sewage Program can be reached at 215-345-3318. Since 2007 the department has also set location and construction standards for new and modified private wells through its Residential Well Inspection Program, so a new well needs a county permit before drilling.

West Rockhill also requires a Township review, an escrow and a maintenance agreement for any new sewage system, so call the Township before you design one.

Before you call a provider

  • Find your last pumping receipt and, if you have it, your septic permit or system drawing. It shows the tank location and size.
  • Ask whether the pumper's truck is licensed by the Bucks County Health Department and whether they will file or give you the receipt your township needs.
  • For a home sale, ask whether the inspector is PSMA-certified and what the written report covers.
  • For a well, note the pump age, the well depth if known, and what you are seeing (pressure, color, odor, no water).
